Terence Winter, the Emmy-winning writer of "The Sopranos" and creator of "Boardwalk Empire," is developing a television series based on "Out of the Shadows," the forthcoming memoir by former U.S. Intelligence official Jay Stratton, Variety has learned.

William Morrow, a HarperCollins imprint, will publish the memoir on Oct. 13. Winter will executive produce through his Cold Front Productions banner, with Dan Farah executive producing under Farah Films.

Stratton served as Chief of Air & Space Warfare in the Defense Warning Office of the Defense Intelligence Agency. After witnessing evidence of a UAP over a nuclear missile site, he co-founded the Advanced Aerospace Weapon System Applications Program (AAWSAP) — the first official U.S. Government program to investigate unidentified anomalous phenomena since 1969. He then created and led the Unidentified Aerial Phenomena Task Force (UAPTF), the first whole-of-government investigation of UAP. In the memoir, Stratton claims to have uncovered an 80-year cover-up of the existence of non-human intelligent life.

"It's time for the world to learn the truth," Stratton said in a statement. "There is far too much at stake. UAP activity over our nation's sensitive military and nuclear sites is an ongoing issue."

The memoir also documents what Stratton describes as unexplained encounters experienced by his wife and children during his investigation. "In the early days of my investigation into UAP and non-human intelligent life, my work was so classified I couldn't even tell my wife and kids that I had learned we are not alone in the universe or about any of the paradigm shift information I was learning," he said. "I had to live a double life, where the front door to my house served as a boundary between two distinct identities… but that all changed when we started having UAP activity and encounters with non-human intelligent life at our house and my wife and kids saw it with their own eyes."

He added: "While what we went through could have torn us apart, it actually brought us closer together. We were an ordinary family dealing with extraordinary circumstances."

The series announcement coincides with the Trump administration's release of large volumes of declassified UAP evidence. Stratton has worked with the White House on those disclosures, as well as with the Director of National Intelligence and the Department of War.

"For all of human history, mankind has wondered whether we are the only intelligent life in the universe. Jay Stratton's shocking true story answers that question and more," Winter said. "Jay is the key-man in the U.S. Government's modern-day investigation of UAP. While his decades of work has been in the shadows, it has changed the course of history and I couldn't be more excited to bring his story to the screen."

Farah, who produced and directed the UFO documentary "The Age of Disclosure" and produced "The Phenomenon," called the memoir's storytelling "propulsive" and compared it to "a high-stakes political thriller." He was also a producer on Steven Spielberg's "Ready Player One" and the series "The Shannara Chronicles." "Adding to the compelling and unique complexity of Stratton's story is how intertwined his family life and work life became," Farah said. "We intend to fully explore that in our show."

Winter won two Emmy Awards for best writing for a drama series for "The Sopranos" and earned an Academy Award nomination for best adapted screenplay for "The Wolf of Wall Street." He currently serves as executive producer and head writer on the Paramount+ mob drama "Tulsa King," starring Sylvester Stallone.

The project has no network or streaming platform attached yet, but its arrival alongside the administration's ongoing declassification effort positions it at the center of a subject moving rapidly from fringe to mainstream.
